This term, along with the French "gouvernail", generally though not always refers to a apparatus of navigation on the horizontal plane. This comes in part from the genesis of the apparatus in the marine field, with its later application to aeronautics. There is at least one specific reference to "un gouvernail horizontal", Patent FR-1908-393413, aiding more in stability than in navigation.
